Do dormant spring-blooming perennials need to be watered in the summer?

Dormant plants do not generally need to be watered beyond what rain they naturally receive. Jill Maybry from Memphis Botanic Garden explains that the dormant plants are not using much water and except for drought conditions do not need supplemental water.
