What are these little black bugs sucking the life from my tiger lilies?

These are aphids. Lilies usually are not attacked this severely, but if the plants are under stress the bugs move in. There are a few low-impact ways to control them: washing them off, insecticidal soap, or Neem oil will do the trick.
