Why are my oak trees dying? Is it Oak Decline?

We do not have a picture so we can not be sure, but from the description of the symptoms it sounds like pin oaks and a condition called bacterial leaf scorch. University of Memphis Director of Landscape Joellen Dimond talks about how the disease spreads and the symptoms.
