Should I cut off the branches with green leaves at the base of my red fringe Japanese maple?

Answer:

Most Japanese maples are grafted, and you are seeing branches growing from the rootstock. UT Assistant Professor of Residential and Consumer Horticulture Natalie Bumgarner says you should cut them off, so the new branches do not outgrow the red fringe top. Chris Cooper says you could leave some of them so you have a tree with two different kinds of leaves.
