Does neem oil work the same as dormant oil? They are very different

Dormant oil is a petroleum-based product used to smother insect eggs. It is mainly used in the cooler seasons. Neem oil is derived from the neem tree and has other properties as well including repelling insects, acting as an insect growth regulator, and acting as a fungicide.
