Crape myrtle bark scale is spread by birds and other wildlife that transport the scale. Unless you can control the wildlife, the scale will get on your crape myrtles. Using a soil drench will prevent crepe myrtle bark scale but you do not have to keep the tree constantly protected. Watch the tree and see when the scale is starting to infest the tree. Then use the drench. You have some time between when the scale appears on the tree and when sooty mold starts to turn the bark black.
