Crape myrtles are usually prolific at flowering. Retired Mississippi Extension Horticulture Specialist Lelia Kelly says the problem may come from over pruning or late pruning. UT Extension Agent Chris Cooper says it is possible the plant needs some phosphorus fertilizer for the flowers. Also, you should test the soil to make sure the pH is correct and the plant has the nutrients in the soil it needs.
