Why are my bell peppers small and leathery, not crunchy?

There could be several reasons for this. Assistant Professor of Residential and Consumer Horticulture Natalie Bumgarner says it could be caused by poor plant health which would need to be addressed. She says you may also have to just wait for the peppers to mature.
