My yucca plant has white spots on the leaves. What is it?

These are mealybugs. University of Memphis Director of Landscape Joellen Dimond says the plant is probably under some kind of stress which attracted the bugs. She wonders if the plant is in enough sun or if it is overwatered. UT Extension Agent Chris Cooper lists some low-impact insecticides you can use to kill mealybugs.
