What is the best variety of blueberry to grow in West Tennessee? 

Rabbiteye blueberries work best in West Tennessee. Retired UT Extension Agent Mike Dennison lists several cultivars of rabbiteye blueberries. He says the best time to plant is in late winter or early spring. He recommends testing the soil pH now and then spend the time from now to late winter lowering the pH. Blueberries like very acid soil.
