Question:
When is the best time to plant tomatoes?

Answer: 
You need to know the frost dates in your area. This date is the average date of the last frost.  UT Extension County Director Walter Battle says tomatoes can be planted after that date. It is possible that you will still get freezing temperatures after that date, so watch the weather forecast and cover your plants if the temperature will get down close to freezing.
